Applicants for immigration in to the United Kingdom used to submit to the Highly Skilled Migrant Programme or Hsmp scheme as it was more commonly known. This system was phased out in 2008 and has now been replaced by the tier system. The tier system works in the same way as the Hsmp scheme previously did and uses the same points based frame work to assess all applicants. Once the whole system has been put in to operation there will be five tiers in total, all covering different areas. Tier 1 covers highly skilled workers and it self is split in to four sub categories - general, post study work, entrepreneur and investor. Tier 2 covers skilled workers with a job offer from a UK-based employer. Tier 3 is for low skilled workers filling specific temporary labour shortages, but the government expects this tier to be one of the harder categories to qualify for. Tier 4 of the replacement Hsmp system applies to students and Tier 5 covers temporary workers and youth mobility replacing the current schemes of Working Holidaymaker, au pairs, BUNAC, the Gap Year entrants concession, the Japan: Youth Exchange Scheme and the concession for research assistants to MPs.
